I. Policy and Program Formulation/Streamlining the Bureaucracy
To effectively facilitate the frontline service delivery and monitor the implementation of SONA projects in an expeditious manner, the DOTC revived the cluster and plenary meetings. These meetings served as the venue to iron out and resolve issues confronting the Department. Said meetings also served as the pool of recommendations and solutions for some bottlenecks the Department is facing.
In the field of transportation, to reach as many as possible clientele, the LTO established the Drivers' License Renewal Centers nationwide. These renewal centers could also be found conveniently in some malls and MRT stations in Metro Manila.
As regards communications sector, to effectively facilitate provision of telecommunications infrastructure, Executive Order 603 was signed by PGMA, marking the transfer of the Telecommunications Office (TELOF) back to the Department.
The year 2007 is also marked by the outstanding growth in mobile telephony industry. As of December 31, 2007, the mobile telephone subscribers in the Philippines has reached more than 55.5 million already.
II. Infrastructure Development
The Department, aside from its other locally-funded and foreign-assisted projects, is implementing seventy-five (75) SONA projects. These projects are broken down by sector as follows:
Rail Sector - 13
Maritime Sector - 29
Civil Aviation Sector - 33
These SONA projects consist of 54 locally-funded projects worth PhP 25.150 billion and 21 foreign-assisted projects worth PhP 352.322 billion.
Noteworthy to mention in this line is the completion of the New Iloilo Airport Development Project. The new airport was inaugurated by PGMA last 13 June 2007 and immediately started operation the following day.
Another SONA airport project, the New Bacolod-Silay Airport, is to be inaugurated soon.

Locally Funded Infrastructure Projects
The Department has a total appropriations of P3,677.376M for the implementation of about 815 projects nationwide. These are distributed into 439 airports and 376 port projects. Out of the 815 projects, 509 are under the direct supervision of the DOTC-PMS and the rest are implemented either through Memorandum of Agreement with the Local Government Units and Agencies and some are for site acquisition.
For the airport projects with an appropriation of P3,048.521M, the following accomplishments were recorded: 100.00% for CY 2000; 100.00% for CY 2001; 97.89% for CY 2002; 97.40 for CY 2003; 96.00% for 2004, 96.35% for 2005, 14.11% for 2006 and 12.54% for 2007.
Port Projects with a program amount of P628.855M recorded 96.82% for CY 2000; 94.60% for CY 2001; 94.33% for CY 2002; 92.46% for CY 2003; 100.00% for 2004, 67.48% for 2005, 15.00% for 2006 and 9.25% for 2007.
Foreign-Assisted Projects
All the foreign-assisted projects are included in the SONA projects, except for one, the Social Reform Related Feeder Ports Development Project worth P2,246.000M. Contract Packages A-D are all completed with the Contract Package E ahead of schedule with actual accomplishment of 48.00%.
III. Revenue Generation/Economic Recovery
For the year 2007, the Department was able to generate PhP 35.243 billion, 11% higher than the 2006 same period collection. The figure still discounts the CPA contribution. The highest contributor is the LTO with a PhP 10.420 billion share, followed by the MIAA at PhP 6.186 billion and by the PPA at PhP 5.648 billion.
By Sector, the road sector accounts for the collection of PhP 10.978 billion followed by the air sector at PhP 9.817 billion then by the water sector at P 5.863 billion. The rail sector contributed PhP 3.814 billion while the communications sector gave PhP 2.286 billion share. The Office of the Secretary shared P 2.484 billion in the total collection.
